The Senior Public Health Educator supports the Defense Health Agency (DHA) Implementation Science Program which serves to reduce the gap between research and clinical practice. The Implementation Science Program supports leadership-driven, high impact projects that improve patient outcomes across the Military Health System. Implementation Science works to strengthen cross-organizational linkages, as well as to instill best practices, and communicate their relevance in the standardization of clinical practice.
What You’ll Do in Your New Role
Solution material development

- Plan for and develop a variety of evidence-based tools and materials that meet the needs of target audiences — materials may be educational or data-related and may include audio-visual, print, computer-aided, computer-based, or Web-based formats or applications.

- Develop innovative educational and training materials, including curricula for educational/training sessions or workshops (in-person or Web-based) to facilitate and support implementation science.

- Conduct training sessions and workshops in person or online.

- Support accredited continuing education, creative or scientific writing, language translations, and adaptation of materials for special populations.

- Identify concepts for messages, materials, or tools through formative research, including advice and recommendations from target audience members or organizations, primary research, and secondary research analysis.

Dissemination and implementation

- Execute strategies and tactics for dissemination, including outreach, partnership development, marketing and promotion, technical assistance, and educating and/or training of target audiences.

- Support strategies such as media outreach, learning networks, technical assistance, and one-on-one academic detailing as approved by the COR.

- Support the development and execution of an Implementation Plan that promotes adoption of the knowledge solution along with the behavioral and clinical changes associated with its application in clinical and operational settings.

Assessment and sustainment

- Assess concepts, draft materials, and existing materials using methods that may include focus groups, group testing, professional expert or technical review, one-on-one testing, field tests, or pilot tests — all in compliance with the Paperwork Reduction Act.

- Assess the progress and impact of implementation science activities; develop, gather, and analyze appropriate data and metrics, including changes in awareness, understanding, and use of research, materials, and tools among target audiences.

- Incorporate audience feedback, lessons learned, and assessment results into the work for quality improvement and to better meet target audience needs.

Consultation and enterprise support

- Provide implementation science consultative support to leadership decision making, including support for taskings, responses to directives, reports to Congress, congressional testimony, briefings, updates, and internal and external presentations.

- Support activities that realize and sustain a "community of practice" made up of subject matter experts and implementors from across the MHS.

- Support stakeholders in incorporating elements of implementation science into current practices, and build the capacity of programs to utilize the assessment infrastructure and implement data collection effectively.

- Track level of effort across dissemination, implementation, and assessment elements for inclusion in the Monthly Progress Report.

Required Qualifications

- Master's level degree, or Certification as a Health Education Specialist, or relevant degree

- Minimum of five (5) years' experience in assessing individual and population needs; developing, coordinating, implementing, or assessing health education programs or clinical practice guidelines.
