Overview

The Policy Analyst, Gender Equality and Social Inclusion (GESI), will collaborate with IISD’s team of experts to deliver IISD's work program in Indonesia, the Philippines, and Viet Nam, supporting each country’s GESI-responsive just transition toward clean energy sources. Working closely with the Senior Policy Advisor, GESI, the candidate will operate within IISD’s Energy Program, with minimal supervision, to contribute to the delivery of the Emissions Ambition for Sustainable Economies (EASE) and Energy is Key to a Climate Stable Future (EnerKey) projects, in addition to other projects that may be assigned.
Scope

IISD’s Energy Program () aims to support governments around the world in systematically shifting public financial flows to accelerate the transition from fossil fuels to clean energy, while promoting social welfare and overall sustainable economic development. IISD’s Energy Program is a diverse and dynamic team of more than 40 experts based in the IISD Winnipeg, Geneva, Ottawa, and Toronto offices, as well as remotely in India, Indonesia, Philippines, South Africa, and other countries supporting governments in clean and just energy transitions.

At an international level, IISD’s work program delivers cutting-edge research and practical policy support for energy policy reforms in developed and developing countries, including shifting public financial flows from fossil fuels to clean energy and implementing commitments to go beyond fossil fuels in a socially just way.

At the national level, IISD’s approach is hands-on, through country-level research and outreach in Canada, India, Indonesia, Philippines, South Africa, and other countries.

The Policy Analyst, GESI, will support IISD’s work on GESI-responsive energy, just transition, and carbon pricing initiatives. Key responsibilities include:

- collaborating with IISD teams to design, develop, and implement its projects using a GESI lens;

- conducting and supporting quantitative and qualitative data collection and analysis, and contributing to the communication and distribution of research findings through reports, briefs, presentations, and other mediums;

- supporting the design, development, organization, facilitation, and documentation of GESI-oriented capacity development and stakeholder engagement activities, including the development of learning materials and modules;

- contributing to engagement and fundraising efforts for the Energy Program, particularly on GESI-related components; and

- providing additional support to IISD projects in other countries or international initiatives as needed.

Detailed Description of Responsibilities
Policy Research

- Conduct and support qualitative and quantitative research on the social, economic, and distributional dimensions of just energy transition, carbon pricing, transport electrification, and related energy policy issues, ensuring GESI considerations are meaningfully integrated.

- Collect, analyze, and synthesize data and evidence through activities such as literature reviews, policy scans, interviews, focus groups, and analysis of quantitative and qualitative data sets, as appropriate to project needs.

- Contribute GESI-responsive analysis to broader IISD research and technical work, including policy assessments, stakeholder analyses, political economy assessments, modelling exercises, and other analytical work.
