Position Summary

The Senior Analyst provides senior-level policy, planning, research, and analytical support to the Defense Health Agency Facilities Enterprise. The position applies extensive military medical facility experience to evaluate strategic planning, requirements planning, design, construction, and facility-policy issues and to develop clear, technically accurate products for DHA leadership. This is a remote policy and planning support position; the required on-site military medical construction-management experience is a candidate qualification, not an indication that the position performs daily field construction management.

Essential Duties and Responsibilities

The following inexhaustive list of duties represents a sample of work routinely performed by this role:

- Research and analyze military medical facility policy, strategic planning, requirements planning, design, construction, MILCON, and SRM matters.

- Develop, review, revise, and coordinate DoD, Military Department, and DHA facility-related policies, procedures, guidance, plans, and supporting documentation.

- Translate complex technical, policy, program, and stakeholder information into concise leadership updates, executive summaries, information papers, decision papers, reports, and briefing materials.

- Identify policy gaps, conflicting requirements, execution risks, and opportunities to improve facility-planning and business processes.

- Support strategic-planning initiatives, organizational priorities, special studies, process improvements, and leadership-directed actions.

- Coordinate and consolidate input from DHA leadership, Government representatives, technical subject-matter experts, military medical facilities, and other DoD stakeholders.

- Perform senior-level quality reviews to ensure work products are accurate, complete, consistent, properly formatted, and appropriate for leadership review.

- Maintain supporting research, records, schedules, action trackers, and other documentation in accordance with Government records-management requirements.

- Participate in virtual and in-person meetings, work groups, site visits, or other approved travel when required.

- Anticipated work products may include facility-related policy drafts and revisions, strategic-planning materials, executive summaries, information and decision papers, leadership briefings, research reports, recommendations, schedules, action trackers, meeting materials, and trip reports.

- Ability to develop and support strategic planning initiatives, business process improvements, and other leadership priorities.

Required Education, Experience, and Technical Skills

- Master’s degree in engineering, architecture, health care administration/ management, or business management with a health care concentration.

- 15+ years of experience in military medical facilities strategic plan
