Cobol/IDMS Developer

Tier One Technologies is looking for a COBOL/IDMS Developer to maintain and support a variety of applications while also providing support within the database environment for our U.S. Government client.
- This will be a 100% remote Contract-to-Hire position.
- Must be a US Citizen.
- SELECTED CANDIDATES WITHOUT REQUIRED CLEARANCE WILL BE SUBJECT TO A FEDERAL GOVERNMENT BACKGROUND INVESTIGATION TO RECEIVE IT.
Responsibilities
- Ensure requirements comply with client requirements and government standards through formal verification methods.
- Translate high-level product development strategies into system requirements specifications and work with multidisciplinary engineering teams to develop lower-level, detailed implementation requirements.
- Establish and coordinate the development of standards, practices, and procedures related to overall product development.
- Design interfaces and integrate system elements to ensure they function together as a cohesive system.
- Assess system performance using established evaluation criteria and technical performance measures.
- Act as a customer liaison and support business development activities to understand and help shape requirements.
- Participate in system conceptual design and document design concepts.
- Participate in design reviews of hardware and software components to ensure applicability to the current system and traceability of requirements through compliance verification and validation.
- Develop system-level requirements verification procedures and customer acceptance test procedures.
- Review test plans and procedures to ensure they meet contractual requirements and participate in testing activities to validate requirements.
- Modify existing databases and database management systems, or direct programmers and analysts in making required changes.
- Develop and code logical and physical database descriptions and specify database identifiers for the database management system, or direct others in coding these descriptions.
- Work as part of a project team to coordinate database development and determine project scope, requirements, and limitations.
- Review project requests describing database user needs and estimate the time and cost required to complete the project.
Qualifications
- Bachelor’s Degree in Computer Science, Software Engineering, or a related field.
- 4+ years of IBM z/OS mainframe experience with COBOL, CICS, JCL, DB2, TSO/ISPF, and Endevor.
- Strong knowledge of IDMS and ADSO (Application Development System Online).
- Ability to design, code, and test software based on defined requirements.
- Basic understanding of the full software development lifecycle, including business/systems analysis, requirements gathering, functional specification development, coding, testing, and delivery.
- Familiarity with Agile methodology is a plus.
- Strong verbal and written communication, problem-solving, customer service, and interpersonal skills.
- Must be a US Citizen (no dual citizenship).
- Able to obtain DoD Public Trust clearance.
- Must have lived in the United States for the past 5 years.
- Cannot have more than 6 months travel outside the United States within the last 5 years. Military Service excluded.
