The Proportional Representation Hub

American democracy is at a breaking point. Across the country, voters increasingly find themselves throwing up their hands and turning away from a failing political system. Hyper-partisanship has become entrenched. Fewer than one in ten House races is competitive, and 97% of incumbents cruise to reelection: for most voters, the outcome was settled before a single ballot was cast. Little wonder that politicians feel little pressure to deliver legislative results. Public trust in democratic institutions continues to erode as more and more voters tune out.

But the problem isn’t the politicians. It’s the rules. U.S. elections are distorted by single-winner, winner-take-all districts. A party can win 45% of the vote in districts across a state yet it wins no power. The Supreme Court’s evisceration of the Voting Rights Act has made things much worse: voters in communities of color are being carved up and packed into districts engineered to drown out their voices, and the court has triggered a redistricting death spiral. The need for structural reform has never been more urgent.

There is a fix, and most of the world already uses it: proportional representation. The idea is simple––districts elect several members, and a party that wins a third of the votes wins about a third of the seats. It breaks the two-party monopoly, makes every district competitive, eliminates partisan gerrymandering, and reduces polarization.

The Proportional Representation Hub has launched to help build the next chapter of American democracy. We have raised more than $70 million to lead a campaign to advance proportional representation at the local, state, and federal levels and build a government that delivers again. Proportional representation is the best path to create a democracy that better reflects the diversity of the American people, and the best path to end the redistricting wars.

This work is ambitious: forging unlikely coalitions, winning new legislation and ballot measures, changing public narratives, and developing innovative political strategies. Above all, it demands a cross-partisan movement big enough to persuade the huge majority of Americans who say the political system no longer works for them that our democracy can work far better than it does today.

Position Summary

The Vice President of State and Local Campaigns will design, build, and win the campaigns that will make proportional representation a political reality across the United States, one of the most important democracy reform efforts of the next decade.

The Vice President of State and Local Campaigns will lead efforts to advance proportional representation through ballot measures and legislative campaigns at the state, city, and county level. This executive will develop and oversee a national portfolio of state and local campaigns, identifying opportunities for breakthrough victories while building long-term political power for the movement. They will work closely with local organizers, advocacy organizations, elected officials, coalition partners, philanthropic investors, and policy experts to build winning campaigns that can serve as models for replication nationwide.

The successful candidate will bring extensive experience winning state-level legislative and ballot campaigns, advancing policy reforms through complex political environments, and ideally leading sophisticated local campaigns.

The Vice President of State and Local Campaigns will serve as a member of the organization’s Senior Leadership Team.

This is a role for a senior strategist, movement builder, and campaign leader who understands how to translate ambitious ideas into real-world political victories.
