MicroHealth is seeking a Senior Budget Analyst to manage the annual budget for a software development Product Line supporting the Department of Veterans Affairs (VA). This role will support multi-year budget planning (MYP), development of the annual Budget Operating Plan (BOP), and the creation of acquisition packages for the procurement of software products, services, and licenses.

Job Responsibilities
- Manage budget and acquisition needs throughout all phases of the contracting and software development lifecycle.

- Support VA customers in developing and executing their annual BOP, including MYP estimates and acquisition strategies for procuring IT products/services within obligated funding amounts.

- Prepare, submit, and validate budget status reports and actual costs for monthly OMB IT Dashboard submissions.

- Support MYP activities, including budget justification narratives and maintenance of Product Line Major IT Business Cases.

- Assist investment managers and owners with updating investment descriptions and contract information in Folio.

- Track execution year funding daily; monitor development and sustainment funding obligations.

- Develop and update execution artifacts and provide Earned Value Management (EVM) reports.

- Prepare unfunded requirements (UFR) documentation, including acquisition plans, timelines, required funds, and impact statements.

- Lead efforts to secure UFR funding or develop alternative action plans.

- Advise VA customers on procurement approaches and prepare related documentation.

- Draft accurate, actionable artifacts throughout the acquisition lifecycle in accordance with FAR and VA policies.

- Develop acquisition packages, including Justification & Approval (J&A) documentation, product descriptions, Performance Work Statements (PWS), and Statements of Work (SOW).

- Conduct market research, perform Analyses of Alternatives (AOAs), and generate Independent Government Cost Estimates and/or funding requests.

- Coordinate acquisition schedules and document milestones based on estimated cost and administrative lead times.

- Serve as a change manager, tracking change requests (CRs) and coordinating stakeholder review/approval.

- Maintain an up-to-date budget and acquisition tracker for the Product Line.

- Respond to budget and acquisition-related data calls and reports.

- Prepare budget reports and execution schedules, including midyear and end-of-year reviews.

- Facilitate weekly meetings with Product Line and VA budget stakeholders.

- Maintain in-depth knowledge of the Product Line to support stakeholder communications.

- Prepare and present regular status reports to senior management.

- Identify and implement process improvements within the PMO.

- Conduct research on special topics and recommend solutions to government clients.

- Facilitate executive-level virtual meetings, including agendas, minutes, and action item tracking.

- Work independently to complete assignments per instructions and standard practices.

- Function as part of an integrated PMO Support Team.

- Perform other related duties as assigned.

Required Skills
- Experience in and knowledge of Federal budget and acquisitions, including applicable FAR policies.

- Experience working as a federal contractor or federal employee.

- Excellent written and verbal communication skills, with the ability to develop professional-quality work products with minimal supervision.

- Experience as a consultant, with an understanding of managing and supporting government clients and stakeholders.

- Strong understanding of software development life cycle (SDLC) and Agile methodologies.

- Ability to schedule, organize, and facilitate executive-level virtual meetings and summarize outcomes.

- Strong self-management skills, including the ability to balance workload, meet deadlines independently, and proactively seek improvements.

- Strong analytical skills and attention to detail.

Salary: $115,000-$125,000
