Position Summary
Prometheus Federal Services (PFS), a trusted partner to federal health agencies, is seeking a Pricing Specialist to develop competitive, compliant, and accurate cost and price proposals for Federal Government opportunities. This position will work closely with Capture, Business Development, Contracts, Finance, Operations, and technical teams to develop pricing strategies, cost models, staffing approaches, and proposal submissions. The ideal candidate has direct experience pricing Federal Government proposals, advanced Microsoft Excel skills, and the ability to manage moderately complex pricing efforts with limited oversight

Essential Duties and Responsibilities
- Lead the development of cost and price proposals for Federal Government solicitations, including RFPs, RFQs, task orders, and requests for information

- Analyze solicitation requirements, pricing instructions, evaluation criteria, contract types, and Government provided pricing templates

- Develop and maintain Excel based pricing models for firm fixed price, time and materials, labor hour, cost reimbursable, and hybrid contract structures

- Collaborate with technical and operational teams to develop staffing plans, labor category mappings, levels of effort, and bases of estimate

- Develop pricing strategies based on competitive intelligence, historical pricing, contract requirements, and company financial objectives

- Apply labor rates, indirect rates, escalation, fee, discounts, and other pricing factors accurately and consistently

- Prepare pricing assumptions, basis of estimate documentation, subcontractor data calls, price narratives, and internal approval materials

- Coordinate and evaluate subcontractor and vendor pricing inputs

- Conduct price analysis, sensitivity analysis, and scenario modeling to support management decisions

- Lead pricing reviews and clearly communicate pricing approaches, assumptions, risks, and recommendations to internal stakeholders

- Ensure consistency among the technical, management, and pricing volumes

- Support Government questions, clarifications, discussions, negotiations, and final proposal revisions

- Review pricing models and supporting documentation prepared by junior team members, as needed

- Maintain complete and organized pricing documentation to support internal reviews, negotiations, and audits

Minimum Qualifications
- Bachelor’s degree in the preferred majors of Finance, Accounting, Economics, Business Administration, Mathematics, or a related field

- Approximately 4 to 7 years of relevant pricing, cost estimating, financial analysis, or proposal experience, including direct support for Federal Government opportunities

- Demonstrated ability to independently manage moderately complex pricing efforts from solicitation review through final submission

- Advanced Microsoft Excel skills, including complex formulas, lookups, pivot tables, conditional formatting, data validation, and scenario analysis

- Working knowledge of Federal Government contract types and pricing methodologies

- Experience developing staffing models, labor category mappings, indirect cost applications, escalation calculations, fee analyses, and bases of estimate

- Strong analytical, organizational, and problem-solving skills

- High attention to detail and ability to identify and resolve inconsistencies across complex pricing data

- Ability to manage multiple priorities and meet time sensitive proposal deadlines

- Strong written and verbal communication skills, including the ability to present pricing recommendations to internal stakeholders

Preferred Qualification
- Experience with pricing proposals to the Department of Veterans Affairs and the Food and Drug Administration.

- Familiarity with the Federal Acquisition Regulation, including applicable cost and pricing requirements

- Experience with Government-wide acquisition contracts, indefinite delivery indefinite quantity contracts, blanket purchase agr
