ABOUT THE ROLE

Reporting to the Senior Advisor, Monitoring, Evaluation, Accountability and Learning (MEAL), the MEAL Advisor role works closely with MEAL colleagues and project teams across CARE Canada and the wider CARE Confederation. The role provides technical guidance throughout the program cycle—from proposal development and MEAL design through implementation, evaluation, research, learning and results reporting.

The role requires strong technical expertise in gender-responsive and feminist MEAL approaches, as well as the ability to translate complex evidence into practical insights that strengthen programming and inform decision-making. It also contributes to CARE Canada ’s ongoing efforts to be recognized as a thought leader and partner of choice in monitoring, evaluation, accountability and learning. In addition to core MEAL responsibilities, this role may have the opportunity to contribute to strategic climate-related work, including learning, innovation, research, and program support.
WHAT YOU BRING

- At least five years of experience in monitoring, evaluation and research within international development or humanitarian programming, including a minimum of two years of field-based or on-site experience.

- Strong technical knowledge of rigorous, gender-responsive monitoring, evaluation, research and learning methods, including both qualitative and quantitative approaches.

- Experience in results-based management and program development, including developing logic models or results chains, theories of change, indicators and detailed MEAL plans.

- Knowledge of results-measurement approaches related to resilience, climate adaptation, climate justice or systems change, along with an interest in applying these approaches within development and humanitarian programming.

- Demonstrated experience supporting Global Affairs Canada-funded projects, particularly in relation to results-based management. Awareness of evolving funding models and private-sector engagement—and their implications for results measurement, accountability and evidence generation—is also important. Experience working with other institutional donors is an asset.

- Experience using mobile data-collection platforms such as KoboToolbox, CommCare or ODK Collect.

- Advanced proficiency in Microsoft Excel and experience managing and analyzing quantitative and qualitative data using software such as SPSS, Stata, NVivo or Dedoose.

- Strong analytical and research skills, including the ability to synthesize large volumes of information, identify meaningful insights and communicate findings effectively through reports and data visualizations.

- A strong understanding of how MEAL supports organizational learning, accountability and management information, particularly through community feedback and accountability mechanisms.

- A proactive, flexible and adaptable working style, with the ability to navigate rapidly changing environments.

- Demonstrated ability to manage competing priorities, meet tight deadlines and consistently produce high-quality work.

WHAT WOULD MAKE YOU EXTRAORDINARY

- Professional working proficiency in two or more of CARE working languages, including English, French, Spanish or Arabic.

- Credentialed evaluator with demonstrated experience in experimental studies (e.g. RCTs) or economic evaluation/value for money analysis
