CER Project Manager

Mission Overview:

Keystone Solutions is seeking a CER Project Manager for a consultancy mission at a client site. In this role, you will be responsible for designing, coordinating, and overseeing the full implementation trajectory of the CER legislation (Critical Entities Resilience). Your objective will be to ensure that the client meets legal obligations regarding the resilience of critical entities in a timely and demonstrable manner, while implementing necessary organizational, technical, and operational measures to guarantee the continuity of essential services.

Key Responsibilities:

- Design and coordinate the implementation of the CER legislation.

- Ensure compliance with legal obligations regarding critical entity resilience.

- Implement organizational, technical, and operational measures for service continuity.

- Consider the ongoing NIS2 project and seek synergies for a consistent methodological framework.

- Align policies and reduce the workload related to design and implementation for frontline teams.

Knowledge Requirements:

- Experience in project and program management.

- Experience securing (critical) infrastructure.

- Understanding of risk management, business continuity management, and crisis management.

- Knowledge of compliance and governance processes.

- Affinity with infrastructure, operational processes, and security.

Skills Required:

- Strong coordination and organizational skills.

- Ability to connect multidisciplinary teams.

- Analytical and risk-oriented mindset.

- Excellent communication and stakeholder management skills.

- Results-oriented with attention to legislative and organizational requirements.

Experience Required:

- Minimum 3 years of experience in physical security in comparable or high-risk sectors (e.g., airport security) in a leadership capacity with organizational responsibilities.

- Relevant experience in project management, compliance, risk management, business continuity, security, or a similar domain.

- Experience with organization-wide change projects is a strong asset.
