POSITION SUMMARY
The Senior Subcontracts Manager is a hands-on leadership position responsible for managing a portfolio of complex subcontracts while providing day-to-day direction, oversight, and professional development to assigned subcontract personnel.
This position performs the full range of cradle-to-grave subcontract management activities, including acquisition planning, solicitation, source selection, cost and price analysis, negotiation, award, administration, modification, compliance, performance management, and closeout. The Senior Subcontracts Manager also reviews teamwork products, balances workload assignments, monitors departmental priorities, and helps ensure consistent execution across the subcontract function.
The successful candidate will serve as a trusted business advisor to program management, operations, finance, legal, business development, and executive leadership. This individual must be comfortable independently executing complex subcontract actions while simultaneously coaching staff, resolving escalated matters, supporting audits, and contributing to subcontract policies, procedures, and strategic initiatives.
ESSENTIAL JOB FUNCTIONS
Portfolio and Subcontract Management
- Personally manage an assigned portfolio of complex, high-value, high-risk, or strategically important subcontracts in support of federal prime contracts and commercial business activities.
- Perform the complete lifecycle of subcontract administration from acquisition planning and proposal support through subcontract closeout.
- Develop solicitation strategies and prepare requests for quotes, requests for proposals, invitations for bids, and other competitive or sole-source subcontract documentation.
- Lead subcontractor source-selection activities, including evaluation of technical, schedule, past-performance, compliance, and cost or price considerations.
- Conduct and document price analysis, cost analysis, market research, and negotiations to establish fair and reasonable pricing.
- Negotiate subcontract terms and conditions, statements of work, pricing, delivery requirements, intellectual property provisions, data rights, warranties, indemnification, limitation of liability, and other contractual matters.
- Prepare, issue, and administer subcontracts, purchase orders, task orders, modifications, nondisclosure agreements, teaming-related subcontract documents, and other subcontract instruments within delegated authority.
- Monitor subcontractor performance, funding, deliverables, invoicing, schedules, compliance requirements, and contractual milestones.
- Identify subcontract risks and develop practical mitigation strategies in coordination with program and functional stakeholders.
- Manage subcontract changes, requests for equitable adjustment, disputes, performance concerns, corrective actions, and closeout activities.
