Job Purpose: The Information Management and Geographic Information Systems (IM/GIS) Officer is a critical component supporting quality mine action operations in Gaza. They ensure operational data is properly collected, quality controlled, and securely managed. They provide GIS services and products to support operations teams and managers’ decision-making and donor communications.

HALO began operations in Gaza in January 2025 in response to the widespread devastation following the events of 7 October 2023. Gaza has suffered extensive destruction to residential areas, infrastructure, and open land, leaving tens of millions of tonnes of debris contaminated with explosive ordnance (EO). Directly and through partners, HALO works to reduce the risk of EO affecting the humanitarian response, and to provide risk education to those affected. Alongside the UN, HALO aims to deliver a coordinated response, making a meaningful difference to the lives of the Gazan population.
About the role:
Quality information management and GIS is fundamental to HALO mine action operations. The IM/GIS Officer is critical to ensuring HALO’s operational activities are properly recorded, processed, analysed and disseminated. The IM/GIS Officer is required to maintain an in-depth understanding of the operating procedures adhered to by teams in Gaza, to establish effective systems that meet internal standards, and to advocated with partners for ‘best practice’ data management across the sector.
Please note: Funding for this position is currently confirmed until the end of January 2027. We expect further funding to become available and are therefore optimistic about the continued availability of the role beyond this date.
Responsibilities:
- Maintaining internal IM systems to ensure accurate and efficient collection and storage across a range of mine action operations.
- Supervise, support and mentor staff who collect any form of data, and any future IM/GIS Assistants.
- Produce live and static mapping and other GIS products and services to support operations and donor management teams.
- Management of data in HALO’s Global Operations Information Management System (GO-IMS) and any HALO Gaza specific systems.
- Establishing a clear data flow across HALO’s platforms and UNMAS’ with stated quality assurance and control mechanisms to ensure accuracy design and implementation of mobile data collection forms and data flows to assist efficient and effective field-level operations.
- Support digital data transfers to either UNMAS IMS or IMSMA Core national database.
- Design and maintenance of programme databases and datasets as required.
- Designing and implementing training sessions with operational and support staff in the use of physical and digital/mobile data collection techniques.
- Production of accurate, informative and creative mapping using ArcGIS Pro, ArcGIS Enterprise and Google Earth to inform and guide operations.
- Maintenance and updating of existing ArcGIS Survey123 forms and creation of new ones.
- Maintenance and updating of web service layers
