Title: Attorney (Remote, Hourly) State Role Title: Hearing Legal Servcs Offcr II Hiring Range: $40.00 - $45.00 per hour Pay Band: 6 Agency: Virginia Employment Commission Location: TELEWORK LOCATION STATEWIDE Agency Website: Recruitment Type: General Public - G Job Duties The Virginia Employment Commission (VEC) is seeking an Attorney who will play a vital role in delivering fair and timely unemployment insurance appeal services by conducting impartial administrative hearings, evaluating facts, interpreting and applying laws, and issuing clear written decisions that uphold due process and agency standards. In this position, you will independently manage a caseload, review evidence, question witnesses, rule on objections, and prepare legally sound decisions while meeting strict quality and timeliness benchmarks. You will also complete required documentation, communicate professionally with claimants and employers, and support agency initiatives aimed at improving processes and reducing improper payments, all in service of maintaining the integrity of the appeals process and supporting Virginians during critical moments. We administer Virginia’s Unemployment Insurance (UI) benefits program with a commitment to providing customer-centered, accessible, inclusive, and impactful services to support our shared mission: lifting up Virginia, one unemployed worker at a time. The VEC is also an integral part of a historic milestone as Virginia becomes the first state in the South to offer Paid Family and Medical Leave (PFML). Our agency will be responsible for standing up and administering this new program, which will expand the vital support we provide for employees when they need it most. The VEC provides the opportunity for wage employees to participate in tax deferred compensation programs, supplemental disability insurances, and supplemental retirement accounts made available through the Commonwealth’s provider network at the employee’s expense. Minimum Qualifications - Considerable knowledge of related rules and regulations governing eligibility and qualification for benefits, administrative procedures for conducting hearings, due process rights, and legal research methodology and terminology. • Strong analytical, decision making, and oral and written communication skills. • Ability to conduct fair hearings and control the process; ascertain and evaluate facts; read, explain, and apply related laws and regulations; analyze information; prepare and manage a caseload; conduct legal research; compile and organize hearing proceedings into written decision format; write decisions based on appeal hearing findings; review the decisions of other Appeals Examiners, identify problems and resolve issues; work independently; and work effectively with the public, members of the business community, and other employees. • Graduation from an accredited college or university with a degree in law. Additional Considerations - Knowledge of statutory and regulatory provisions governing unemployment compensation. • Experience working with and interpreting relevant laws, rules and regulations, and conducting administrative hearings.
