Evaluation Analyst IIThis position reports to the Evaluation Manager to support CareOregon’s evaluation portfolio of work. This role requires growing evaluation skills and the ability to work more independently. This role will contribute to building logic models, evaluation planning, quantitative and qualitative data collection design, data analysis, and summarizing results in accessible, usable formats. $92,070.00 - $112,530.00 Bonus Target:
Bonus - SIP Target, 5% Annual

Essential Responsibilities
- Meaningfully contribute to ongoing program monitoring and provide recommendations for programs and interventions based on evaluation and monitoring analyses.
- Provide consultation and serve as a resource in new and emerging equitable evaluation methods.
- Collaborate with internal departments and lines of business to ensure evaluation needs are met.
- With mentorship, provide interpretation and synthesis of programmatic data feedback to inform ongoing program development.
- Meaningfully contribute in the design of opportunities that build a culture of data informed decision making.
- Contribute to the planning, design, and implementation of new program evaluation projects.
- Independently develop logic models and program workflows that clearly articulate how the program/intervention will achieve the outcomes it intends to.
- Commitment to ensuring evaluation activities are done in a culturally competent or inclusive manner.
- Keep abreast of best practices in evaluation and monitoring and work with Evaluation Analyst III to incorporate these practices into the CareOregon evaluation strategy.
- Independently conduct periodic literature reviews and background research to advise evaluation analysis design and outcome or impact measurement.
- Contribute to the development of clear and compelling evaluation reports, materials, and presentations that communicate learnings, outcomes, and applications internally and externally.
- Contribute to the identification of appropriate quantitative and qualitative tools and methods for specific evaluation projects; apply the appropriate methods with guidance from Evaluation Analyst III.
- Conduct intermediate analyses of health-related data (including program data) and provide clear documentation and interpretation.
- Meaningfully contribute to the design and development of data collection and program evaluation tools.
- Contribute to the development and provide training to internal teams on robust evaluation processes and provide technical assistance, as needed.

Experience and/or Education
Required
- Minimum 4 years’ experience in evaluation science, analytics, research, policy, population health or a related technical field, including minimum 2 years’ data analytics experience
OR
- Bachelor’s degree in social science, science, math, or a health-related field with minimum 3 years’ experience in evaluation science, analytics, research, policy, population health or a related technical field, including minimum 1 year data analytics experience
